I don't know who the artist is or who Shelley is for that matter.  I do know that I like the artist's sentiment although I do wonder about the medium used.  Possibly the artist arranged to have Shelley sitting

in the front seat at some random grade crossing knowing that TTGX 983347 would be coming along.  I hope that Shelley has seen this car and has the same feelings for the artist as the artist had for her.
